Nach der Entmachtung der kommunistischen Regime schritten die neuen politischen Eliten in den Landern Mittel- und Osteuropas in der ersten Jahreshalfte von 1990 unverzuglich dazu, neue Verfassungs- und Verwaltungsstrukturen zu begrunden, durch die die Ablosung des kommunistischen Herrschaftssystems und der Ubergang zum demokratischen Verfassungsstaat verfassungsrechtlich festgeschrieben wurden.
