Economic as well as technological considerations have dominated the evolution of industrial structures. These factors have been treated extensively but mostly separately by economists and engineers in the past. However, another major factor which has begun to have a decisive influence on the performance of industrial processes is technological risk as well as public and environmental health considerations, in particular those related to toxic and hazardous substances used in industrial production processes.
