Participação Nos Projetos De MDL Em Aterros Sanitários Na Região Metropolitana De São Paulo

O trabalho aborda a questao da avaliacao da participacao das partes interessadas nos projetos de mecanismo de desenvolvimento limpo (MDL) em aterros sanitarios, sob a perspectiva da identificacao das lacunas a serem preenchidas para a promocao da inovacao na prestacao de servicos de residuos solidos urbanos. As dificuldades para participacao das comunidades do entorno dos aterros e um limite a ser superado para que os resultados do MDL possam vir a contribuir para a geracao de cobeneficios no setor de residuos solidos urbanos. O contexto empirico sao seis projetos de MDL em aterro sanitario localizados na Regiao Metropolitana de Sao Paulo (RMSP). Para analisar a participacao das comunidades do entorno sao propostos 16 indicadores categorizados em tres temas: consulta; interacao/ interface; e beneficios. Os indicadores foram elaborados de modo participativo com consulta a associacoes de moradores e cooperativas de catadores de material reciclavel. O conceito de ServPPIN (redes publico-privadas de inovacao em servicos) enfatiza, alem do aspecto relacional (interfaces e feedbacks) entre os varios atores publicos e privados, a participacao das organizacoes do terceiro setor (associacoes, ONG etc.). Os resultados apontam para indicadores que contribuem para a avaliacao de uma ampla gama de fatores que limitam e afetam uma promocao de inovacao em servicos do setor de residuos amparada na participacao de stakeholders.
