Toward The Theoretical Foundations Of A Contingency Of Policy Making Behavior.

A midrange modelling approach based on Robert Dubin's theory building format is suggested as one way to theoretically define the minimum requirements for a contingency model of strategy and policy making. The requirements needed to establish a model's limits are presented as one prerequisite for specifying a fully developed contingency model. Strategy and policy theory fragments are differentiated from legitimate contingency models based on the use of testable analytical units, definitions, laws of interaction, and empirically determined model limits.
