La evaluacion economica de medicamentos y tecnologias sanitarias es una disciplina relativamente nueva, donde confluyen metodologias llegadas de distintas areas de conocimiento (medicina, farmacia, epidemiologia, estadistica, psicometria, economia, etc.). Por este motivo, durante un tiempo la metodologia y las reglas empleadas en su elaboracion y realizacion han sido un tanto heterogeneas y anarquicas, dado que cada investigador empleaba diferentes criterios y seguia distintas recomendaciones a la hora de disenar, poner en marcha y analizar las evaluaciones economicas.
